Recently, according to the public announcement from the National Office for Philosophy and Social Science, Professor Miao Xiaolin, serving as the chief expert, has been awarded funding for the major project "Research on the Long-term Mechanism of Government Debt Management and Risk Prevention" under the National Social Science Fund's special program dedicated to studying and interpreting the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China. This marks another significant breakthrough in the field of philosophy and social science research at Yunnan University of Finance and Economics (YUFE).
This research project is based on the reform requirement of "establishing a long-term mechanism for government debt management that is compatible with high-quality development," as proposed by the Third Plenary Session of the 20th CPC Central Committee. It closely addresses the reform tasks of government debt management and risk prevention, focusing on "local government debt," highlighting the "concept of high-quality development," and revolving around the "construction of a long-term mechanism." Following the logical thread of "value concept → long-term debt management mechanism → risk prevention," the project aims to innovate a multi-entity collaborative path of "debt coordination → departmental coordination → policy coordination." This will be done on the basis of reshaping the contemporary value connotation of government debt, exploring the operational rules of government debt, and revealing the mechanisms of risk generation. The ultimate goal is to research and construct a long-term mechanism for government debt management and risk prevention.
Professor Miao Xiaolin, the chief expert of the project, is the Dean of the School of Public Finance and Management and the Director of the Center for Advanced Study of Public Policy at YUFE. He is also a leading figure in the disciplines of public administration and national security. Additionally, he serves as the Vice President of the Yunnan Provincial Finance Society, the Vice President of the Yunnan Provincial Taxation Society, an expert connected to the Yunnan Provincial Party Committee, and a budget review expert for the Standing Committee of the Yunnan Provincial People's Congress. In recent years, his research has mainly focused on local government debt risk and fiscal security, transfer payments, and equalization of basic public services. He has also focused on providing policy advice on Yunnan's fiscal resource allocation and institutional design, and exploring options for optimizing the fiscal system in Yunnan's border areas. In recent years, he has been awarded one Yunnan Provincial University Science and Technology Innovation Team grant; has presided over more than 30 research projects, including one key project of the National Social Science Fund, two National Natural Science Funds, two Humanities and Social Science Funds of the Ministry of Education, two China Postdoctoral Science Funds, two provincial governor projects, and more than 20 commissioned projects from the Provincial Party Committee Organization Department and the Provincial Department of Finance. Many of his research findings have been adopted and applied. He has published over 50 papers, including 4 in Economic Research Journal and 1 in Management World, with one being fully reprinted in Xinhua Digest. He has also published three academic monographs and has received 19 provincial and ministerial-level awards, including one third prize from the Ministry of Education's Outstanding Achievement Award for Scientific Research in Higher Education (Humanities and Social Sciences) and three first prizes for Outstanding Achievement in Philosophy and Social Science from the Province.
